Windows 7 Explorer is not working or is not responding?

Following problem

When I start my laptop and go to the computer so I can open one of my hard drives, the laptop stops responding. It also can't be shut down by itself without holding down the power button for a few seconds.

I already opened cmd and tried Sfc / scannow and C Cleaner

both did not work.

So with drive C I can't check you hard drive because it says "The disk can't be checked while it is in use." With drive D, nothing happens. When I start the review there's no green bar as usual where you know that something is doing at all. CrystalDiskInfo has no error message. I try to open it and nothing happens.

If the time when the trouble started was not too long ago, a system recovery might help you to get back to an earlier point in time.

If you can't find a recovery point that is sufficiently far behind, you will probably have to reset the laptop to the "factory settings".
Have a look in your user manual, if and how it works with your laptop.

The problem with your approach is that you do all the scans first, without knowing what exactly you have.

First go into the control panel and look under computer management, which errors cause these problems.
Network errors, video driver errors and access permissions errors are the usual behavior.

Theoretically, a third-party application (antivirus programs or messenger or toolbars) no longer permits access because malicious software has been downloaded (even if it is unintentional since adware is contained almost everywhere where something is free).

Actually, the program should start with a double-click. It takes a bit, maybe 15 seconds. Then, CrystalDiskInfo clearly indicates whether the disks issue SMART errors or not.
