Yes - a complete reset is possible - but in principle the biggest nonsense you can do - especially if you plan to give up the laptop.
You would have to delete an SSD via SecureErase (if supported by the SSD at all!) Or format an HDD with an https://hddguru.com/software/HDD-LLF-Low-Level-Format-Tool/.
This is the only way to ensure that your data is reasonably safe from being restored.

Just create a USB boot stick with Win 10 and boot the laptop away. Then you can use it to delete all partitions and have them created by Setup.
