Mobile phone camera for the notebook?

wanted to ask if I can use my cell phone camera as a notebook camera

can and if so, how and what do I have to do? My current notebook unfortunately does not have a built-in cam (I have an old one from Logitec that works but you can't speak of quality) and I would like to skype.
