That depends on what you need the laptop / tablet for. Do you need any special programs for university that go beyond lecture notes? Do you have to type a lot or make presentations? If so, then you should probably use a laptop instead. If you 'only' want to take a few notes and need a browser for the Internet in between, then a tablet should be sufficient.
There are laptops that are in the price range. It just depends a lot on what you want to do. You can't develop programs with an iPad and you can only install software that comes from the app store. You can't run Linux on an iPad at all. This means that an iPad as the main computer for students is out of the way in MINT courses. I don't know what law and business studies are like.
