Questions: Can my computer have viruses?

I have logged in to PayPal using my laptop or Steam, are my PayPal details now at risk? And if so, how can I close my PayPal account (so that I then no longer have a PayPal account) and do I automatically close my offline bank account?

Now I've also read that I should install Windwos 10, should I do that? Because when I click on Download Tool or something like that, a window opens and there's something about preparation and it doesn't go on forever.

And should I make a backup before installing Windows 10 or is it enough to drag the most important files onto a USB stick?
