Laptop too slow because of tasks?

My laptop (2 years old new) is very slow and I don't know how to help.

For Task Manager: CPU is 98% and RAM 80% and 100% data carrier

I have already uninstalled a lot of things and unfortunately when I finish the task it doesn't get any better.

Put it on again

Make flat, reinstall the operating system. And then don't install every scrap anymore.
