I couldn't play this DVD on two laptops. Could it have something to do with the "G" "General"? What does that mean?

DVDs should also be played on a DVD player rather than on a PC, because there are more frequent problems with copy protection on a PC.

Or maybe you're using the wrong playback software?

Try the VLC player for it.
