Seminar at the university, required to bring laptop?

I have a course soon, in an email I was made aware that we need a laptop to participate as planned (is about IT). My problem now is that I have no laptop or similar. I've built a calculator for ~ 800 euro and since then never thought of it, because it would be a waste of money. In lectures I need only paper and pen, in lectures I use university equipment for PowerPoint etc. Can they really commit me to a laptop zuzulegen and how should I react? First an e-mail in which I write I have no laptop or just without the seminar? (The seminar is not graded but gives credits, so indirectly mandatory)

If you need a PC then you need one. You can also participate badly if you do not have one.

Cheap new laptops are already available for 100-300 euro. The laptop does not have to be a high end gamer laptop. Everyone has 100-300 Euro, even if you are poor. Just tell your family that you need it for your studies, because even a few relatives will donate money to you. Just say it should be a belated Christmas present.

Sometimes laptops are provided in the seminars, actually that should belong to the equipment of a (scientific) institute somehow… Ask in advance by mail, you have nothing to lose.
