I work at a primary school and I can assure you that you do not need a laptop for either the first or the fourth grade. The children are still learning with books.
Many (we also) work in addition with some online programs such. Antolin. With us there's an hour a week in which the children can work there in the PC room, if they want. (If you do not want to or can't continue working there, you can do regular German lessons in class). The children are allowed to use this program at home (it is a normal website) and to log in there with their schoollogin. But this is not a requirement and does not need a laptop.
After all, it's the decision of your neighbor. It depends also on how they handle it (for example, if the child is left alone or if it has a half an hour laptop time with mom or dad once a week)
So for a 6 year old, it is not necessary in my opinion. If she was in the 4 or 5 class… Where it matters, it can be very helpful. I'm in the 9 class and I've got a late night. From my very limited and therefore probably not representative experience: The little friend was a mobile phone child who could serve Youtube before she could accidentally zipper on the jacket and was stuck to the cell phone. Then she started school and got to know books and since then the phone is boring.
For the school was until now, she comes after the holidays in the 3rd, no computer needed.
I do not think it's alright that this is a mood against a school because a laptop should be bought. At a parents meeting was definitely talked about. If you do not know the details, you do not have to ask such a biased question.
My six-year-old child would not have their own computer, cell phone or TV in the room.
All these devices serve parents only as electronic babysitters.
