So I've already bought several laptops without Windows and had Windows installed and I don't see any problem with it at all. 60 euro difference is cheaper than a normal Windows license. I would be very careful with the licenses on eBay and do my research well. I have often heard of fake offers that either install a hacked, non-working copy of Windows or bring a virus with them. Of course, most offers are harmless, but there are also some.
So, to answer your question: yes, under these conditions and under this price difference, I would rather buy a laptop with pre-installed Windows than with Linux or DOS.
