You say that the mouse and sticks work… Then I would first try if the basic function is given on the laptop. This is best done in the BIOS. There you can see if the sticks are recognized and if the USB ports are active. Also, there should be an external keyboard function if necessary, if supported by a mouse (at least the laser of the mouse should go there).
Is everything in the BIOS switched to active and it still does not have you probably a defect.
This can be expensive, depending on the notebook even a total economic loss.
Alternatively, you can still use a Bluetooth mouse under Windows if your laptop has a module installed. Does not help but if you absolutely need a USB port.
