I think that's rather ridiculous. You should already be able to disable the unneeded webcam in the Control Panel in Device Manager.

The device name can be found in the device manager (Win + R, start devmgmt.msc). Double-click on the webcam and select on the tab "Details" the property "Object name of the physical device". Copy the value (for example, \ Device \ 0000003c) (right-click → Copy), press Ctrl + F in the Process Explorer and insert. It lists the processes that access it.
Of course, this is only possible if it is currently being used.
