I have a TV that I connect my computer and various other devices to. Nintendo Switch and WII work fine, but when I want to connect my laptop via HDMI, the picture is zoomed in a bit. I tried the same thing with my old box PC and got the same result. When I connected it via VGA cable, it worked without any problems. Unfortunately my laptop does not have a VGA connection. I have already tried everything I could find under "Display Settings", yes I also restarted the PC and tried to research the Internet. Drivers are up to date, I changed the resolution several times, and searched the settings of the TV. For info it is an OK OLE 262 B-D4. Relatively old. If I don't find out soon I'll probably have to buy a VGA adapter for my laptop. The picture is zoomed so far that the lower bar is cut off 3/4. I can just see the bar at the top, but with chrome I can no longer see my tabs. It's the same on the side.
You have to set that somehow on TV with the picture. The best thing is point to point. Unfortunately, I do not know exactly what it says, where you also set the screen format.

With the TV under picture I can picture mode (contrast, brightness, etc.), color temperature, picture format (I tried all), and noise reduction. There's still SCREEN below, but that is greyed out and I couldn't do it. This is probably related to the VGA cable.
