The processor is about 8 years old and very underperforming. The same applies to the integrated graphics chip, which is completely unsuitable for games.
According to benchmarks, Sims 3, which has lower requirements than Sims 4, was hardly playable even with a more powerful processor (Intel Core i5-2400). That won't work with Sims 4.
