Why is the picture playback not fully displayed on TV?

So we're using a 32 inch Philips television and the laptop is connected to HDMi. However, I have to say that the picture is partially cut and incomplete. And that can lead to z. B. Only half of the Windows 10 start menu is displayed. Does anyone have any idea what you can do there?
