Tablet for the university: Which one?

I'm studying automotive engineering and looking for the right complement to my laptop. For programs like Matlab, CAD etc. I still want to use my laptop, which is why I'm only looking for a supplement (max 200 euro).

The device should have the following requirements: I would like to be able to save scripts of the lecturers as PDF files and then edit them with a smart pen (You should be able to write well as well as draw relatively easily). The intuitive handling of the pen is very important to me. Ideally, the pad has its own memory, so it can be operated without a PC.

The pad should be very compatible with my Windows PC, so that data exchange is easy.

The problem is that I do not even know if there are any such pads or which ones you should buy. Does a graphics tablet meet my requirements? What should I pay attention to?
