I got such a USB lamp. I always run it on the notebook when I'm doing something on it. So in the dark.
I wonder if I can use this lamp without a notebook? Could it be operated with such a smartphone USB charging adapter. Or is it just for charging?
I got the idea because I can charge my cell phone on the notebook and still use a lamp like that there.
Or are these 2 different things? Charging with charger / adapter and charging on the notebook?

Yes. It only needs a USB power supply. This is available on the notebook and also on the socket and also on a power bank

Shouldn't actually happen. On a USB port they are around 5V. With a power bank it is also 5V.
And with a charger / adapter. It's more about him. You plug it into a 220V socket.
So you load a part with the smartphone, plug it into the socket and then connect a USB cable.
You have to look at the adapter to see what it has as output. If you could charge a cell phone with 220V it might go from 0 to 100% in minutes or it might explode. A Samsung USB adapter has an input voltage (that which comes from the socket) of approx. 100-240V. The output voltage (what your lamp receives) is 5V (10W and 2A). That means that your USB lamp that needs 5V gets its 5V. There's always a voltage of 5V on all USB cables, adapters, connections, etc., because USB devices can't tolerate more. That is why there are e.g. Hard drives that need an extra cable: Because the 5V is not enough.
