I like to play Cities: Skylines and Grand Theft Auto 5 (GTA 5) on my PS4 and wanted to ask if it would be possible to do mods from the laptop to the PS 4 with a USB stick or something. I've also heard of modded consoles.

Could someone explain that to me?
