At the shops, where I buy, notebooks with Core i7 are just over 600, - €.

These are, however, beginner models, where you have to make compromises elsewhere:

Display (brightness, keyboard, battery life, graphics options, SSD size or no SSD, case quality, weight, RAM and so on.

Core i7 is not the same Core i7:
Which TDP does he have? Is it an energy saving process that is slower than many Core i5s with higher TDPs? How good is the cooling system of the notebook? Often the CPU is thus slowed down, how loud is the notebook?

Whether a notebook is "good" for you depends extremely on your requirements:

For me, just a notebook is good, if it weighs around 1 kg, has 14 inches, is virtually silent, has a matte, bright display, more than 10 hours of effective battery life, a very good keyboard and a 500's SSD. It starts at about 1000, - € going on.

For a friend of mine, a notebook is good if it has 17 inches at over 100 Hz, supports all current games in 2K, even runs for an hour without a battery and can be transported in the car. He has to pay more than 2000, - €. If it gets loud when playing it does not matter, headset just needs to be louder.

For a friend, I think a notebook is good, if you can surf the Internet in the living room, online banking works and it gets no problems with viruses and updates. She got a € 400 notebook with Linux "prescribed" from me.

It's best to check laptop tests (for example on notebookcheck.com) and look for your "good" notebook there. If you want to play, you probably have to put something on it.

An Intel i7 for the price? That will not work, even if it does, then the rest of the hardware is garbage. If it must be an i7 necessarily, then look on eBay (classifieds) for a used laptop search.
An i5 of the 8th generation is quite sufficient, the models now have all 4 cores.
