Maybe FastStone or IrfanView is enough for you, has a lot less functionality, but also needs a lot less training.
I really enjoy using Gimp for myself. The full version can be downloaded for free in a browser. You can get ultra creative there. For example, I sometimes play Sims and create clothes with that and another program. I even did Monte Merch once, because you have to dial in logos or other things from a picture by hand and then insert them. I can definitely recommend it to you

It is quite complex, similar to photoshop. You should take a look at 1 or 2 tutorials on this.
Is an app especially for Sims. There you get the layouts or the "floor plan" of the clothes, which you can insert into Gimp. So no processing program.

Learn and practice, look at various instructions and video tutorials on the Internet or take a course.
Some prefer to try things out themselves and only google for specific answers to their questions when they get stuck, others look for an (online) course and work through exercises step by step.
In any case, you have to plan time for GIMP training.
