Can I use the lower power supply?

Here are two pictures of my different power supplies:

like to know if i could use the lower one for my laptop.

If the plug fits, yes, you can use the bottom one.

It is slightly "weaker" (5.27A instead of 7.1A), so if the top is not oversized to your notebook it may happen that when your battery runs out and while charging something power-hungry program starts the battery charging / mains operation is aborted
