A power supply is needed because this is a 3.5 inch hard drive.
If you want to read any data from it, that makes sense.
But for normal use as a data storage would be modern USB stick, or similar. Significantly cheaper and faster.

I still have a few older IDE hard drives myself. And I use this adapter with me very successfully.
Previously I had a similar adapter that can only USB 2.0. And that's far too slow for the current data volumes.
