Is that supposed to be? Who says that? If and when new iPads are introduced, no one can tell you with certainty, before it's time.
I think unlikely that even the next iPad Pro gets an OLED display. In the required size and quality would be a change to OLED currently a huge cost factor and even more expensive iPad Pro should not be. In addition, the iPad Pro is characterized among other things by a refresh rate of 120 Hz ("ProMotion"), which is probably difficult to achieve with OLED according to the current state of technology.
Should come this year a new iPad Pro, a performance in October would certainly be the most likely. But it would also be conceivable to have a performance in the spring or later.
If you find a cheap deal for the current iPad Pro, you can access it easily. Or you organize yourself to work first, for example. A used first generation iPad Pro, then you can wait in peace on a new model and simply sell the used again, when the time comes.

PS: There's already OLED technology and 120hz in a mobile phone. Since Apple should probably create that too.

Whole two pieces of rather insignificant manufacturers. What about life, brightness, color, power consumption, etc? Clear OLED is technically possible with 120 Hz, monitors and TVs are there already some. The question is whether this can be meaningfully realized in the claims and quantities of an iPhone or iPad.
Can be that the next iPhones get 120 Hz OLED, but the iPad I think that is very unlikely.
