I have had this laptop (Predator Helios 300 PH315-51-73C5) for two years, which actually has 144Hz (advertised everywhere on the Internet). Unfortunately, I only noticed this year that the screen refresh rate is limited to 60 Hertz and can't be adjusted. I do not know if I have / had misconfigured anything or if I was simply ripped off.
Maybe someone can help me with this problem.

You seem to be using an additional monitor. Maybe it's because of that?
Do you also use a cable that can do this, i.e. Hdmi 1.4 or displayport? Otherwise, check out the graphics driver settings, e.g. Geforce experience. Are the drivers installed at all? And what kind of graka you have, because very old ones don't necessarily support this either.
Edit: btw I just see Intel uhd there, if you only have an integrated gpu unit, then nothing will come of it, because they can't do that.

I see no reason why an iGPU should not be able to create 144hz. He also means the display of his laptop.

IGPU's just don't support more than 60hz, they support 4k, but only 60hz. Although if it is a laptop, it is probably not that important anymore.

I do not use a cable… This is simply the screen of my laptop and I have all the graphics drivers up to date (geforce experience). My graphics card is the Nvidia GTX 1060 and the Intel Core i7 8th Gen
