You would have to activate the developer options on the phone and unlock the bootloader to be able to use ADB at all. This is not possible via a PC but only directly on the device.
It is best to have the display repaired.
USB debugging and ADB are different terms that mean the same thing. ADB also stands for Android Debug Bridge.
So your project is of no use. If you want to activate ADB via ADB, ADB must of course be activated.
