I wanted to rebuild my Dell laptop with Win10 via the settings. That has worked, but now comes this window, which can be seen in the photo. If I connect the laptop then with LAN or WLAN, it restarts and the window appears again. Does anyone know a way out?

Yes, not about the settings. As you say, reinstall - I would do exactly like that.
1. Download the "Media creation tool" from Microsoft
2. Start the tool on another pc, which works.
3. Install the so-called "ISO" file on a USB stick
4. Insert the USB stick into the PC and start it before starting the PC (which is scrap)
5. Then press "del" or f8 to get into the boot menu.
Then you can choose that you want to start from the usb stick and thus COMPLETE reinstall everything
The operating system has probably broken somehow when reset.
Format completely and set it up again.

The ISO file is what's on the Media Creation Tool, so the Media Creation Tool installs this "ISO" file on a disk of your choice, e.g. A USB stick

No you do not need to.

2. Reboot via USB stick

Two possibilities:
The MediaCration Tool can make you a finished USB stick.
Or you just load the ISO down. You then have to deploy them (right-click in the Explorer and choose to deploy). This creates a virtual drive. The complete contents you copy on the USB stick.
