As a rule, yes. There are only a few professors who are meticulous there and prohibit taking laptops / tablets into the lectures. As a rule, you should not record the lecture in the sense of recording.

Few professors restrict the use of laptops and tablets. I've never seen anything like it myself. Maybe the typing noise gets annoying with time. It is therefore mostly irrelevant to write down whether you use paper, tablet or laptop.

Outside of lectures, for example during exercises, things look a little different. Not all programs run on a tablet. You may either need your own laptop or use desktop PCs from the university. I also think that nobody will write a thesis on a tablet.

A laptop is not necessarily a prerequisite for the entire course of study, but is an important tool in the course. I would rather see a tablet as a supplement to what can be used in the lecture. I get along very well without it.
