Laptop does not shut down anymore or does not restart?

When I choose "Restart" or "Shut Down" on my laptop, "Shut down" or "Restart" comes, but after the picture is gone, nothing works because one of the two hard drives (an SSD and an HDD) is still working. After 5 minutes, nothing else results. I can only switch off the laptop with the power button, then start it again. Then he comes back to normal. What can I do to solve this problem?

I found out that my second system of the multiboot system is restarting, just like in safe mode, in the system where the problem occurred. I deleted the last installed update (quality update Windows 10 1809), as well as the two last installed programs that I installed shortly before the problem occurred.
