You can forget about streaming with a laptop for 800 euro. Whereby a PC in this price range won't really pack newer games either.
So for gaming PC and for job laptop. It's best to get both. A good PC doesn't have to cost 800 euro
Playing and streaming is already very tight at 800 euro, especially with the current market for notebooks, you can literally forget it under 1000 euro

They ask you what kind of equipment you have and not what you intend to buy. If you do an apprenticeship, they would certainly provide you with a device and you don't have to buy one at all. Tell them you don't have a device if you don't have one
