I connected it to my laptop and I got over 970 k which is normal.
On my computer I have a normal ping with a normal ping speed test, but the download decreases more and more during the test. W

Gb = 1 gigabyte = 1000 Mb / megabyte = 1 000 000 Kb / kilobyte and that is a size but not a speed specification, just like you can't drive 100km fast but only 100km / h
So if you had a 1Gb / s or 1Gbps line. But I also think that is rather unlikely, unless you have a fiber optic connection and are a company, a data center or are paying you stupid and stupid.

My PC is connected to the router via a Lan cable. So far I had a connection that I'm reading / writing to you from my speed test. Ping 28 / Download 908.91 Mbps / Upload 126.20 Mbps. I've had it like this for almost 1 year since it was set up. Now for 2 weeks without doing anything, neither installing nor uninstalling, I have the following information in the speed test and huge internet problems, where I can't even watch something on Youtube. Ping 65 / Download 6.65 Mbps / Upload 9.92 Mbps. I hope I could shed some more light on this.

First of all congratulate on the internet connection. Didn't expect that it was actually a 1Gbps line (at least asynchronous.)
The internet is probably not the problem if it works with the laptop.
First of all, see if the driver of your network card is the latest.
If that doesn't help (or the latest driver is already installed) try switching off the "transmission optimization", you can find it in the settings under Windows Update. "Allow download from other PCs" from "Off"
Otherwise, possibly install a new network card in the PC
Reset your network. You can find this in the Windows settings under "Network and Internet".
If it is not better then open the Task Manager and click on "Performance" and then on "Ethernet". What is shown under Send and Receive?
