No, that is not possible. There are always RESTE in the Windows system.
You can actually just go uninstall via programs. Manual deletion is EXTREMELY expensive.
First of all, back up all the data to an external medium that you still need.
Then on "PC Settings" and there on "Update and Security".
Then click on "Restore" and then under "Reset this PC" on the buttom "Let's go".
Then you should be asked if you want to keep something and you click on what you want.
The rest will take a while and if your Windows is new, you'll look at everything again, if there really is nothing left of your data (often happens if you have a separate partition for the data or if you do not save it in the user directories are) and then overwrite the free space with a tool such as Eraser6 (https://www.computerbild.de/download/Eraser-4962.html Attention: At computer picture on the 2nd download page always select direct download!).
I have the disk synonymous with up to 35 times (that lasts!) Let overwrite, but I could even after three times overwriting with no tool restore data.
