Cpu and fan loud? Energy saving options changed by Microsoft?

So far, I have been able to set the option "maximum processor power" to 99 in my laptop under Windows 10 in the energy saving options under "advanced" in the processor power management to avoid a constant loud running of the fan. This option no longer seems to exist. Is it possible to do something else to spare the cpu and avoid a constant running of the fan?
