To remove an X account,
you have to be logged in under an account Y that is different from X.
Account Y must have admin rights
no one may be logged into account X at the moment
Account X can't be linked to a Microsoft account.
Yes, that's right. First create a new user with admin rights and with this user in Settings - Account Management - Create Koto and thus delete the old account shown here.
