A MacBook is ideal for such a thing. For 2000 euro you would already get a MacBook Pro 2018 which is probably totally overpowering for you. A used MacBook Pro 2013 would probably be quite sufficient.
The question would be more here, how much money can you raise WITHOUT installment.
I would not recommend taking some kind of credit for a laptop
because electronics lose too much value…

Sure, it is possible, but only with the 8gb version for 2000 euro, for video editing far too little. And if Apple for 8gb more, 240 euro, a normal laptop is already worthwhile.
With a Mac you do not need 16GB of RAM for video editing, MacOS is very economical with it and the MacBook has extremely fast SSDs that can be outsourced. Except of course he is extremely professional but then you would need the 15 "model with dGPU.
Even Apple will not manage to make video files smaller than others.
