Reset laptop without data loss?

Whenever I turn on my laptop, after the loading screen pops up a blue menu with the options "Troubleshoot" and "Shut down PC". I want to reset the PC, but there's no option that allows me to do that. "Reset this PC" is not displayed as an option, nor "Continue with Windows 10." How do I reset the PC (the CMD works) BUT keep all my personal information as well?
