I would first switch to Windows 10 because there's no longer any support for Windows 7. It's still free. The Windows 7 key is also accepted when activating Windows 10.

Then download the Media Creation Tool from the Microsoft website. With it you can create a Windows 10 USB boot stick. For this you need an empty formatted stick.
Then boot the created stick and follow the instructions of the wizard. It offers the possibility to delete everything. One should do that. The installation will restart several times. After completing the installation, the last restart takes place and then the Windows 10 initial setup wizard appears. It offers the possibility to create a Microsoft account. You should do that if you don't have one yet. Then log in to Windows 10 with your Microsoft account. Now go to activation and activate Windows 10 with the Windows 7 key you noted down. The activation will then be saved permanently in your Microsoft account.
The last step is to go to the manufacturer's website for your laptop. Download and install the drivers there.

Everything will be deleted. You should first copy your important data (documents, pictures, photos, music, videos, etc.) to an external hard drive or to your Google Drive.
With this method you then have a clean Windows 10 installation.
