Yes, then it probably is not. Either the recovery files are broken or there are none at all.

I suspect this recovery with the option "Remove All":

If the message occurs immediately after the start of the recovery, I would drive a PC restart (in the shutdown menu "Restart" select).

If that does not help, the only alternative is to reinstall Win10.
