If the monitor is connected, you can set both. Either as a cloned screen (both indicate the same thing), or as an extended screen.
This is regulated in Windows in the display settings.

Normally you can connect one or more monitors to a notebook. The notebook's own monior remains active unless you turn it off.
In the settings you can then select whether the same picture is shown on all monitors or if the display is expanded, so that you have more space for windows and so on.
