I have two screens connected to my laptop with an adapter, a vga and an hdmi windows mirror but the hdmi screen is only one on because vga screen and only two screens can you do something about it?

So you used a kind of splitter to connect 2 screens to one screen output of the laptop? Then I don't think you can do anything.

Read through the description of the adapter, presumably the signal from the USB-C port of the laptop is only mirrored to HDMI and VGA in the adapter itself.

The laptop basically recognizes the adapter as a screen and communicates with the adapter. The adapter itself then forwards the signal mirrored to both screens.
