I do not understand the combination. Is the small SSD only for the BS thought and the following programs on HDD?

This should shorten the access times to the system-relevant files. A normal HDD has an access time of about ~ 12ms, an SSD about ~ 0.2ms. That's a low budget solution, lots of space with a little more speed, for less money… I would not do that, I'd rather use a 250GB SSD and possibly an external hard drive to store larger amounts of data.
So the hard drive is not separated into 2 partitions, the 16GB are used as flash memory
So that means that the 16GB are used as a file buffer, so all files which are called often, or expected to be called soon, are cached there, so that it can be accessed faster.

These are mostly SSHDs the biggest junk, however with most laptops a retrofit on ssd is very easy
