Would like to set up a user account. For a new notebook WIN 10.
But this requires Microsoft to log in with a "Microsoft account". In a statement with CHIP I read, there would be at the point Settings / Accounts / Family & other accounts also the option: "Add users without Microsoft account".
But it looks like this option has been removed.
I do not want to sign up everywhere. Have the notebook without registration in operation.
Does somebody has any idea?

Click the Start button to open "User Accounts".
Click Manage another account…
Click Create new account.
Enter the name the user account should receive, click on an account type and then on Create Account.

By chance: do you know where I set, if I install a program in the account administrator, that this program can also be used by another user and is also installed with him?
Either the program detects this during the installation and asks "Install only for this user" or "Install for all users on this computer".
Or you install and drag the desktop shortcut created at the administrator into the C: \ Users \ All Users \ Desktop folder.
Then all users (All Users) have this link on the desktop.
