With V-sync, the refresh rate also adjusts to the refresh rate of the monitor - so everything is fine.

Which manufacturer is your graphics processor?
This would only work with a manually create 60 FPS Cap, which would be suboptimal with a 75 Hz display. You would perceive 60 FPS as jerky. You really have no choice but to use 75 FPS or half of it.
I do not think of nvidia is synonymous a gtx 1060 drinn
