I need a laptop that is good for surfing and working, but also has a bit more power to run cpu intensive VSTs like Omnisphere or Serum and a bit bigger games like Overwatch or Apex legends. The most important he can't cost more than 700 euro!

Of course that depends on the application. Office requires different hardware than multimedia. Above all, it is partly the case that hardware is very well suited for one use and is unnecessary in the other purpose or even worse, because the user wants to have eg: a quiet and light office laptop with a long battery life, where then a strong one Graphics card makes everything to nae!

What do you need the laptop for? Gaming? Work / school?

I produce music and work with it.

That depends: do you want to carry it around with you? Then an 11 '' monitor is handy. If you want to work with it for a long time and you're at home on your desk, then 15 '' or 17 '' is better for reading. Even better would be an external monitor and keyboard, because sitting on the laptop braces the neck. For working in the office, they are therefore not permitted from a labor law point of view.

Similarly, you must also weigh whether the battery should rather be designed for long term or low weight. If the computer is to be quiet, e.g. Sound recordings at concerts, or have powerful computing power, which is feasible only with decent fan?

For the time being, the question can't yet be answered meaningfully. Explain exactly what you need and what you want to do with the device.

I only buy second-hand business laptops because the price-performance ratio is significantly better than with new devices. A 3 year old case of a formerly 1500 euro laptop is generally more stable than a new one from the midrange segment.
