I'm looking for a suitable laptop or notebook with which you can play sims 4, where you can also download cc so you have enough storage space. Otherwise, Netflix should be playable and you should be able to surf normally. In terms of price, it should not be too expensive, so about 800 would still be feasible and would not be too popular.

800 euro is a lot for SIMS 4.

This is a good thing, that is due to the RYZEN CPU and Vega graphics, and it also has 8GB RAM. 17 "display is of course quite large and doesn't look as nice at 900 pixels.

I can only advise you against this, partly because of the DualCore CPU and partly because of the poor Intel graphics. In addition, it has too little RAM which only has 4GB. Then a display with 768 pixels which is too small.
Sounds stupid but you can say this flatly:
Everything that has only an Intel graphic and 4GB RAM you should forget.
DualCore CPUs are taboo.
768 pixel displays are anything but contemporary.
