Is it dangerous if you connect a power adapter to your laptop that has less voltage than it should?

My laptop charging cable (19V) broke recently and I wanted to know that it is harmful to my laptop if I connect a charging cable with only 12V to it

Shouldn't, but it charges noticeably slower. This has higher consequences if you load it with too much dad.

Since when can you charge with watts? Less voltage means less electricity and therefore less wattage

That is not dangerous. The laptop then charges slowly.
