It is difficult to make a concrete recommendation because Sims 4 runs on almost every laptop. Only very cheap laptops (under 400 euro) I would avoid, since the game is probably only in laptop mode (ie in poorer quality, so it remains playable) and these laptops tend to be less durable.
Sims 4 also runs perfectly on hardware of the last generation.

Stay away from HP, these are for offices and like to slow down the CPU in favor of battery life.
So there's enough for a 400-500 euro notebook more than thick.

Not recommended are Intel CPUs with internal GPU, there's the graphics part just too weak.
