So with me it is so I have an Internet lock I'm / 16 is allowed 1h in Internet. Is it so with me so if you buy a new pc or a cell phone, laptop… Will the Internet access unrestricted so default access and my question is jz what I have to change my pc so he is again recognized by the Fritz Box so I have to buy some hardware part or something?

A whitelist is something else. A whitelist lists websites that can be used by the users. The rest is then locked.
