How can flowers be planted near the stones in acnl?

I would like to plant flowers in front of the train station, but how does that work? Without downloading an app or something I also have a laptop but my Nitendo 3ds card is stuck and can you do that without a 3ds card?

Man and woman need seeds or a ready-made plant. This can then be planted by clicking on the corresponding icon in the bag. Then there should be what should be done with it. So 'plant', 'forgive' or something.

If you have a specific place for the plant, you can dig a hole there.
