New laptop does not start without a bios menu?

My laptop has just arrived, when I start it I'm in efi shell version 2.60 [5.13]. If I press esc does not come and with exit I come into the bios and there I do not continue.

It could be that you bought a laptop without an operating system. Then you need a Windows serial number that you can buy cheap on ebay, then a USB stick with at least 8GB of storage space and a buddy with PC and Internet access
