I found an old 160GB HDD from chilligreen at my dad, it worked on his laptop, but my pc does not recognize it and the hard drive buzzes every 1-2 six

Hard disks usually hum. This is quite normal if it is a regular soft whirring.
The bar is different but mostly 1.4 sec sometimes longer sometimes only 0.5
Otherwise HDDs do not work

The question is not clear: "buzzing every 1-2 six"? The "article number" is helpful if you still call the dealer and the device is still many years later still offered under the same item number.
Laptops sometimes offer more power to the USB ports than the USB specifications. With too little power, some external drives will not turn on reliably. You then take an additional power supply, a USB-3 port or a Y-cable.
